2.2Six net-contributor states led by Germany demand cuts to the EU's 2028-2034 budget

3.1German inflation rises to 2.9 percent in August, driven by energy

Destatis preliminary data published on 31 August put German annual CPI inflation at 2.9 percent in August, up from 2.8 percent in July but below the 3.0-3.1 percent consensus. The harmonised index also rose 2.9 percent year on year, with both measures up 0.2 percent on the month. Energy prices rose 10.5 percent year on year, after 8.3 percent in July and 3.4 percent in June, attributed in coverage to the Iran conflict. Core inflation was unchanged at 2.4 percent and services inflation eased to 2.8 percent from 2.9 percent, a second consecutive decline. Analysts quoted said inflation could move back above 3 percent in the autumn; the ECB is expected to raise rates at its September meeting.

3.2Germany at risk of missing its 70 percent gas storage target for 1 November

German gas storage sites were 51.5 percent full on 25 August, against 69 percent a year earlier, while the statutory requirement is 70 percent by 1 November. Sebastian Heinermann, managing director of the storage association INES, said that "if storage injections continue at their current pace, Germany will not meet the statutory storage filling requirements by 1 November." Germany holds roughly 45 TWh less gas than a year ago, with wholesale prices at about €69/MWh against €29 at the start of the year, removing the summer-winter spread that normally funds injections. 3.3Unemployment rises to 3.061 million in August

The Federal Employment Agency reported unemployment of 3.061 million in August, up 54,000 on July and 36,000 on August 2025, with the rate at 6.5 percent, 0.1 points higher than in July. Registered vacancies stood at 656,000, 25,000 more than a year earlier, while the BA job index was flat at 103 points. Employment in July was 45.66 million, down 226,000 year on year; socially insured employment in June was 34.81 million, down 73,000. 3.4Volkswagen CEO warns workforce of further job cuts

3.5Consumer climate index improves to minus 26.6 points for September

The NIM/GfK consumer climate indicator for September rose 2.8 points to minus 26.6, based on a survey of about 2,000 consumers conducted between 30 July and 10 August. Income expectations drove the increase, jumping 16.2 points to 1.7, the highest reading in six months. Economic expectations rose 2.4 points to minus 3.9, a fourth consecutive monthly gain, supported by second-quarter GDP growth of 0.3 percent and rising Ifo readings. Willingness to buy was essentially unchanged at minus 9.8, a level broadly stable for around four years, and the savings indicator eased 1.5 points to 15.5. The October reading is due at the end of September.

3.6Agora Energiewende projects Germany will miss its 2026 climate target

The think tank Agora Energiewende reported that German CO2 emissions fell about 2 percent in the first half of 2026 and projected full-year emissions of 635 million tonnes, roughly 10 million tonnes above the cap set in the Climate Protection Act. It calculated that meeting the binding 2030 target of a 65 percent reduction would require annual savings of around 40 million tonnes of CO2.
